✅ SOLVED My first whats it...any ideas?

Today I returned to the yard where I found my first two silvers and wheats. I got a strong penny/dime signal that had a nice high tone, at first I thought it was a silver dime...this was 3" down. At first I thought it was a rabies tag, then a medallion of some sort...now i'm thinking it may have been some type of award or medal. Note the writing "F.O.E.o" and the badge at the bottom...possible Fraternal Oreder of Enforcement Officers"? Thats just a shot in the dark on my part.

The back was blank so I didnt include a picture. The eagle is what makes this item look so dated to me. Can't wait to hear you input ladies and gents.

I really can't see your badge that well because it is blurry, but I think it is F.O.E., which is the Fraternal Order of Eagles.
