Found in the lot next door to my house.Pretty sure its a umbrella part but don't know how old.Think I'm getting the hang of it now.

Hmm,wonder if it could be. I have see parasol parts before and that's what I thought it was. It gave me a really good signal whatever it is. In looking further I don't think it is an umbrella part.
