Found this yesterday at a park, did some research and found that the I.C.G.= Intercollegiate Conference on Government and I believe G.K.L.= Gayle K. Lawrence who was the Faculty adviser to the group in the late 40's and early 50's. Also found that he passed-away in 2007. All the detail is very sharp so it must have been lost not long after it was presented.

Lovely pendant and great research to find the owner. If your thinking that you might want to give it to one of his descendants, check the newspaper for his obituary which usually has spouse and children listed.
