Mt. Diablo California small structure - What is it?

This small building is located on a slope of California's Mt. Diablo.

It is nearly round, about 8' in diameter, and about 8' high.

The little cupola on top appears to have glass windows.

My first guess is that it was some kind of beacon, now used for communication equipment.

Any openings to look inside? Maybe a water-tank converted to a small dwelling? Also, is that a chimney to the right of the little lighthouse?

if its just above the mitchel staging area it is indeed a water tank.A remnant of rancho miguel.The ranch dates to 1834.hope it helps
