More silver and gold but need help

Gold cigar band marked 583 which is Russian the marks are what I'm trying to figure out. Maker's Mark looks like a 1an upside down V and a ten, on the karat mark there's an upside down V on the left side of the star with a hammer and sickle in it would like some help dating the ring. Great finds as usual P-12 !! 583 as a Russian mark for 14k seems logical as 14/24 = .583333333etc.
