Melted lead, or aluminum more than likely, unless you are referring to the 1996-D Quarter.
If so, then it's a 1996-D Quarter.

It could be Lady Liberty's torch... Could be a revolver in a holster... Could be an ice cream cone... Most likely it is a puddle of melted lead that coincidentally looks like other things.

Probably when the house was plumbed for an inside bathroom, the cast iron pipes were fitted together with oakum and melted lead. The plumber might have spilled some lead, and you just found it. That is if it's heavy for it's size, if it's really light, it's a melted beverage can. Go to the beach -- well sand dunes -- where they camp and ride atv's in Oregon, and they build fires and drink beer, throw the cans in the fire, then later blast through the area with 4 wheelers, and scatter the aluminum stuff everywhere, and it's OMG, a metal detectors nightmare.
