Mobil Key Chain?

I found this Key chain ring in an empty lot with a black plastic thing attached to it. It says Mobil on one side and numbers on the other.
What is it?

It's a Pass Key & has someones credit card number attached to it...

I may have already been reported ...

Used to pay for gas at Mobil...
