It might be a "salesman's sample" of a shingling hatchet

Looks like a roofing hatchet.
Hammer
Nail puller
Hatchet for cutting / sizing wood shingles
also used to trim edges

It's 2 1/2 inches long.

I agree. Maybe a sample or a pre-lawyer toy.

Hmmmmm..... looks familiar!

I have one made of lead, 1 1/2 inches, lost between the late 1860s and probebly no later than 1910, found in Montana.

Mine has the words "WASHINGTON HATCHET" on it.

It also has a small hole where a handle might have gone...

Souvenier? Sample? Toy?

Doubt that what he has is any different than yours,with the exception that the lettering has eroded away.I will have to search the name and see if I can find out more to tell him.

A few things out there.It apparently is the head of a souvenir " Washington Hatchet" as used by George to taunt them tree huggers.And here I was thinking that we could prove that lepricans lived there.
