Hello wkrp43, Great find...it is the top of an "Eagle Topped" police badge. The reverse still has the remains of the top hinge for the pin visible. It may be a toy or a real one, hard to tell at this time. You may go back and hunt that area for the bottom half! Happy hunting, Sub
