Judging by the two holes in the back there may have been a bar between them. So, I think it might be a rosette

@Diggin-N-Dumps if you haven't tried it, go to images.google.com and upload as clear and tight of a picture of that as you can. It often helps me in identifying stuff.

I thought it was Pacific Railroad too but haven’t seen 1 that had the stars at the top. This was the only thing that matched the design

It mentions in the article American Railway Express Company. So I’m guessing it’s just a decorative piece or maybe tied to that

That is the federal shield with 13 stars representing the original 13 colonies. Widely used over a pretty long period of history in both military and civilian design. Will be a hard one to pin down where this came from

To give you and idea of how big a date range, the design was submitted to congress in 1782 I think and accepted that day. so we can assume use came sometime shortly after. I have seen common use in design in objects well into the 1900s. so easily a 150 or so years of fairly common use.
