Military rosette? and small lead horse and rider

I found these things this weekend. The (rosette?) does not have any writing on the back and it has some gold gilt left on it. The lead horse was black at one time and the rider was red and white, judging by the small amount of paint left. The oldest coin that I found there was 1794. Any ideas? Thank you.

The "rosette" is actually a saw handle bolt (medallion)

The horse is very cool!
