I didn't see anything like it in Albert's button book. I looked in the US Navy and Confederate Navy sections. I may have overlooked it or it could be foreign military or it could be civilian. Hopefully, some one who knows will chime in soon.

It was a cheap pot metal core that was plated. Plating came off, & its a mid-19th C fashion button.
