Your find is one of the links from a late-1800s US Ladies Patriotic Sash-Belt. Apparently, those were popular with the wives of yankee civil war veterans, to be worn at the Veterans Reunions and GAR meetings. See the photos below. The first photo shows an example which includes the exact US Navy button-face link you found.
