It is definitely what button-collectors call a "Fashion" button from the civilian clothing industry. In this case, it is an inexact imitation of an actual US Navy button. Made for use on the civilian version of a Navy "pea coat" but also used on yachting jackets and sportscoats. Yours had an iron or steel back which has rusted away. That is one of the main ID-clues about the civilian-usage imitations. Two other major clues: the eagle has very rounded-top wings, and the emblem's "rope border" does not pass through the ring on the anchor's top.
