It's exactly what you think it is... a non-descript U.S. Army general service (non-officer) uniform button. 1800s... not newer than 1902.

Civil War ERA cuff button. I'm not sure if the style of shield changed for cuffs during the Indian Wars Era--but if not, it could be post-war. It is certainly pre-1902.
