Ok, I'll be the first to get shot at. I think you have a woman's fashion belt. Being an oval with out any filling, there is no way that plate would stand up to active campaigning. I did look somewhat hurriedly through Kerksis' and McDonald's books without any luck.

Looks like an early to mid 1800's Militia buckle to me, I can't find a match though might be a pretty rare one.

I think your belt buckle has 2 bands on the back that are similar to this Victorian Period buckle that I only found half of. I think my buckle has a patent date of April 7th, 1904, that might help date your nice eagle with sun rays buckle.
