METER SEALS ?

I have found a few of these over the years and have always referred to them as Florida Power and Light meter seals. However I have never seen any others except the ones that I have dug. The one I have here that is most legible is stamped FPL co pat Oct 7 1913. This would be pretty early for my town which first had electric lines run to homes in about 1903 but it was not FPL supplying the power.By 1913-1920 not all homes even had the luxury.Anyone else find these here in Florida and if so have you verified that this is what they are?
