It looks like a tip used for hand driving a water well in soft earth. A threaded pipe was added as each section was pounded into the ground. A protective cap was used on the top of each threaded section to prevent marring the threads. Then the cap was removed and replaced with a collar where a new section of pipe was added. The driven sections were likely four feet each and threaded on both ends.
I've seen more of these "driven wells" done horizontally into shale or soft decayed sandstone hillsides than actually driven vertically.

Nope that is a ground flags tand. It is used by groups like the boyscouts to hold their flags when camping outside. I am sure other groups use them but the boyscouts do use them.
