I think it is a 'rolled-out' handle of some type. It could have been a handle on a bell or letter opener. Interesting find, Breezie

I think decorative, too.
But rather something like a piece of a victorian pheasant's tail.

cut a little piece off the end. is it soft and shiny? then its lead. if its old and lead it usually will turn a whitish color or even a kinda brown. if its decorative it wouldnt be all lead of course
