My first thoughts are that maybe it is part of a screwdriver. The section where the shaft left the handle. The squared side in the handle kept it from stripping or spinning within the handle.Other than that ...go figure.

I'm thinking it's whats left over of a very over worked chipping tool or rivet buster used in a pneumatic chipper of some kind.
