Metal dome with 13 star flag

Hello everyone, I'm hoping one of you brainiacs can ID this item. It was dug up out of the back field about 6 or 7 inches in the ground. It is not magnetic and looks to have had a plating or coating on it. The flag has 13 stars on it obviously not in a circle pattern and the inside post is threaded. The other item next to it In the last picture seems to be copper and when I pulled that out of the ground it was so caked with dirt and stuff that you could even see the item in it so that was great to clean all the junk off of and unveil.

Bicycle bell maybe?

That's exactly what we thought and chuckled about when i pulled it from the ground but it seems like it should be older because of the flag. Who knows ? Maybe it is but I've never seen one of these.

Looks like a bell to me, too, and the flag is just a representation of a flag, not a literal one.

The last item is a ring type suspender buckle & likely dates to the 19th Century
