... The characters in the graph shape box just do not appear to be asian to me.

The script does appear to be some Asiatic language from India (probably northern), Pakistan, Nepal or that kind of region. The reason the characters in the 3 x 3 grid seem not to match the script is that they’re numerals not letters. I would guess Sanskrit, Hindi, Nepali or some related language.

I believe it’s a “magic square” where the sum of the numbers in each column and row is the same. Commonly seen on ‘ritual’ items from that part of the word. These examples are in Sanskrit:

I would think the fact it came out of the sea is significant and that it’s some kind of ritual item relating to a religious festival, funeral rite, or other ceremony where such items are deliberately cast into the water. People continue their homeland traditions wherever they happen to have relocated.

We found this on a beach in southern California below the tide line, deep. Target id was a quarter. It's not Japanese or Chinese so am thinking SE Asia but need to help with the characters. There is no hole or hook to hang it.
Thanks
Bryan
After input from Tnet members I sent photos of the disk to a friend from India, who translated and interpreted the object:

“It appears to be some sort of an amulet. It has 7 snakes, basically representing power, water, fertility, etc. It's hard to tell the age.

In Hindi, it's called Yantra. Generally used by people involved in astrology.

Kaal Sarp means Snake of Time, Yog means To Connect. Basically, the cycle of life is to connect.”
