It reads:

PATENTEES B.(?) ANERS(?)
BALTIMORE MD

Device meets in every way the requirements of the board of supervising inspectors.

It appears to correspond to these patents, issued in 1922 and 1940, to Charles Linhardt, Jr. of Baltimore, MD:

Thanks for valuable infor on the patent dates. I found a small number 1936 on the top that now I would guess is the date of manufacture.

Under "Baltimore" in the picture, you see a bit of a graphic which seems to show the item in use. It seems to hang on the rail by a life preserver and have a line running into and out of it.
