The base is heavy cast iron . The removable top piece is nickel-plated brass . The tab part has a 'shoe horn' shape to it , and tapers up slightly where it is attached by 3 rivets . Can't find any markings on it . Any ideas ?

How about an office envelope moistener? Just add sponge and water... No tongues! :P

Here's one similar:

I'd have to agree with Matt.....
Put a sponge in it, just a little bigger than the box, then fill the box with water. Pass the envelope flap (glue face-down) across the top of the lid, but under the "shoe horn". Voila! No papercuts on your tongue!
