Mercury Mis-strike?

I dug this 194? Merc the other day, and noticed the rim is not all there. I don't now much about about coins other than I like to dig them up, so I'm turning to the experts for some help.

So it that something that happened at the mint? Sorry, I don't know what a clipped planchet is, but I'm learning.
