Whatever answer you get, just remember that whatever rules might be for state-owned lands, wouldn't apply to county level. And whatever county level rules, might be different from each city's rules, and so forth. And even within each various entity, there could be different rules for various types of land, within the level. For instance, I bet no one cares at a city owned blighted vacant lot, but perhaps that same city might "say something" if you were snooping around an obvious historic monument, etc.....
