There is a way to report that to Fish and wildlife and determine if it had been reported or not, they like that, it helps them to track gane movement and migration.
But i don't know what it is..

this link says kansas, and that is a Minnesotta band, but it explains the National Poultry Improvement Project, (NPIP)

I found this. It looks like the (Atlas Seal 305)
Could be a wing band or small animal band.
