Thats what I found too...

The Eagle Regalia Co. has been around since 1910...

So that should narrow the "era" nicely... 1910 - 1925.

but what is the item I found? it looks like something you'd pin on a shirt, but there is no pin and does not look like there ever was one on it

I collect Maxwell items and was wondering if you would want to sell your Maxwell pin?
No pin back and some damage to the enamel........I would offer $20.

In 1925, Chrysler formed the his own company. That same year, the Maxwell line was phased out and the Maxwell company assets were absorbed by Chrysler. The Maxwell would continue to live on in another form however, because the new line of 4-cylinder Chryslers which were then introduced for the 1926 model year were created largely by using the design of earlier Maxwells. And these former Maxwells would undergo yet another transformation in 1928, when a second reworking and renaming would bring about the creation of the first Plymouth.

The Eagle Regalia company is still in business. They have several E-mail addresses (general questions, product tracking, custom quotes, etc). Maybe if you can e-mail them pictures, they may be able to help tell you what it is. It might be an employee service award for something (5 yr of service, perfect attendance, etc). Hope it helps.
