You should probably start a different thread to ask this question. That said, there used to be a couple websites devoted to a bunch of research, measurements and theories surrounding Circlestone, but I no longer see them online. If you send me a PM and an email, I can send you copies of each.

Wow, If you were needing a “precise” declination, perhaps you could state that with the request next time 😉

It depends on the location on earth and the year. Magnetic changes constantly. Here's a simple graphic to show the changes since 1850.

As you can see your location on earth has as big a bearing on declination as the year.

If that doesn't help, go to this NOAA website and you'll be in business. If you can't figure out your exact lat/long, just put in a close approximation or even the nearest zipcode. All kinds of data models, even back to the 16th century. The default model is just fine.
