It appears to be a flattened button, with the shank now missing, made by the Waterbury Button Co. Here are a couple of similar buttons, listed by Waterbury as a "lined livery button" (left) and a "lined fashion button with rim."

I thought about a button but when I looked at the back...kinda thru me a curve...Thanks my friend..I think you are right.
