Looks like a pocket watch but not??

Hey all,
Today I stopped by the Metaldetctors.com store, I was there for a while chatting with the owner - a fellow customer came in with some neat finds...

Thought this was a pocket watch initially, Does not open, has holes at 3 and 9 O'clock, and a set screw on the bottom? Made of brass/copper

My guess looking from my cell phone is a retractable keychain or measuring tape maybe a pressure cooker weight.

It seems obvious that something is supposed to pass through the holes and the set screw on the bottom would be tightened to hold that something in place. I just can't figure it out.

And While I say it seems obvious, did the holes connect? Or was it possibly filled with debris so you couldn't tell?

This isn't yours, right? You just took pictures of it when the guy brought it in? I am only asking because I assume you can't answer too many questions because it's not in your possession.

I've spent about 45 minutes surfing the net trying to figure this item out. the best solution I can come up with is that it is possibly an antique 'pocket watch shaped' lighter. ANTIQUE CIGARETTE LIGHTER (LOOKS LIKE A POCKET WATCH)

Possibly an antique adjustable pendulum? But I think the holes are going the wrong way.

It looks like a counter weight for a watch chain. Keeps the chian loose end in the other vest pocket. If you didn't have money to go all gold you used a cheap cast weight to hold the other end secure. I can't figure out the holes. Does it look drilled like someone modified it? Have never seen a counter weight like this. THe rest looks just like a pocket watch weight.
