Looks like a hat badge

Can anyone tell me what this was and about when it was used.
Looks like some kind of a hat badge. It's about 2" wide and about 3" tall. Has the word Forward on it, something that looks like a Beaver or a Badger. The coin in the middle kind of has the same picture as the rest of the badge. Can't find any thing else written on it. The figure on the right
is a man with a pick. The figure on the left I can't tell if its a women or a
sailor from the old day's. Any information on this would be great, like
to know what it was used for. Have a Great Day and Keep on Diggen!

"Forward" is the state motto of Wisconsin, and the badger is the state animal. The state seal has a sailor on the left, holding a rope, and a miner on the right, holding a pick, along with the horn of plenty at the bottom, and a badger at the top. So this appears to come from Wisconsin.
