Looks like a buckle but it's got a strange loop-Help idying please

Found this old buckle of some type, but it has an odd loop on the prong. Does anyone have any idea what it's for?

It is called a "lock tongue" a dog collar buckle

Thank you so much! I have literally looked through thousands of buckles and could find nothing like it! Now I have found a more modern match, I still cant find any old pics with the flat tongue, so it must be old, but at least now I know what it is, thanks again!!!

thats what it is i just found one last week the tag was right next to it it was dated 1934
