Looks like some kind of small lever.Maybe like for flicking the headlights on in an old car or similar?

Yes I've got a guess! ;D But that's all it is on your item but may help a little as it looks like it could be some kind of tool piece to me maybe dental,or surgical :icon_scratch: But I'll show you what it remined me of when I saw it.And that is this navigational tool I found at a late 1700's site.Maybe it will help with some ideas for yours.It sure does look like something I've seen before but can't put my finger on it :icon_scratch:
