Looks decorative (what is it..)

Found in a park about 3-4" down. Lit up on the Ace250 as $1.00 bouncing to .50 at times. Has a little bit of weight to it and spins around the post which seems to go straight through the thing.

Looks like a brass cloisonne bead with an Asian inspired motif.
It's in great shape for having been underground for awhile. Cool find!
