Philadelphia & Reading Railroad. There are unillustrated price listings for "P & R Signal Service" locks in the $20-30 range; however, those may be for a different, straight-sided variety made by E. T. Fraim.

The button appears to be an early 19th century Militia button— possibly the one listed by Albert as #GI 56. Can you post a sharp closeup?

Unable to provide a better photo, however a friends book proves you are correct. The button matches GI-56 with "lewis & tomes extra plated" visable on the back. Thank you.
