That's a nice piece you found. Looks like it was used as splitter in its later days. I wonder if there is a makers mark user the rust. One might show up after restoring it.

Nice find dutchtoga - been seeing a lot of these small axes on TN. Thanks for sharing...
...I beleive the same one has been posted at least twice.......not common...if that is what it is.I am not convinced
 

Resembles a roofing tool.
I'm not saying that's what it is..just I've seen similar early 1900's roofing/shingle tools.
 

looking at where it broke,it does appear that that may be the front of what would have been the eye?If it was,it is very cool because at 2.5" it would have to be toy?

every roofing hatchet I have seen has a nail puller on the bottom

It would have absolutely worked.
Many tools believed to be small adze tools were likely hafted hide scrapers.
