Little plate, buckle?

Found this at a CW site, lot of stuff found there over the years mostly Confederate. Not sure what it is. Pretty sure it was used on leather with the hooks on it.

It quite possibly could have been a strap or belt ornamention of sorts. Is it brass or iron, not a cw expert here, but it looks to me like it was highly polished at one time, and the two hooks were peened over to attach to the item. Just my .02 worth........Not GE
