little boat...2nd try

Better pictures this time.more info.
Found 5 " deep in forest near a 1908 v nickle.Made of brass,base and nut too.The coin in pics is a nickle.The area has both mining and logging histories dating to mid 1800s.Any ideas what it was used for?

why the second try on this? the first one is still active.sometimes it takes a while for one of us to solve the mystery.
did the little man in the boat fall overboard? it is a cool little boat and a good find.but geeze..give us a chance. if someone knows what is is.
