I'm from the other end of the country but the same thing will apply if you're looking for old material you need conditions that are going to strip away the top layers getting down to the older stuff.
The best conditions for erosion are usually waves at close intervals like from windy weather hitting the shoreline at a fairly sharp angle... That cuts away the overburden stripping it down to the older material. This layer will be compact and will "hold onto" the items your looking for.
Another way for this to happen is for large swells to push long distances up the beach hitting the dunes and exposing material that doesn't get moved very often.
Depending on what conditions you have at the moment you may be able to pick your beach accordingly
