It was probably part of a promotional pin, or fob, promoting the Liberty Loan program of WWI.

Possibly a committee member lapel pin. Here is one the same size and shape but with a different image on it.

I've looked through a whole bunch of WWI Liberty Loan pins (I think it was a pin, rather than a token) but can't find that exact design. The only all-metal ones I saw were (loan) salesman pins, but they all said "salesman" on them, so that folks knew who could facilitate a war-effort loan (if they squinted like I would have to).

I thought it was probably a lapel pin. The back is smooth with a little corrosion in a single spot. I think this was the area a pin was soldiered. I only soaked it in water to clean it up a little. So I am not sure if it reads more, and after seeing your find DCMatt. I would say it is verified as a lapel pin. Same size, shape, and the back has spots of the same color. Cool find for me anyway. Thanks all.

It could also have been a medallion applied to the face of a buckle.
