Lever with threaded bolt? Any ideas?

Found it along what used to be a road in the early 1900's. Pennsylvania, US. It was in the ground next to where an uprooted tree had been, so if the tree wasn't uprooted you'd have to dig about a foot and a half down to it, maybe 2 feet. It could be pretty old. The bottom part is threaded like a bolt. Looks like some kind of lever. No clue what it is, but I enjoy this stuff so let me know if you can identify it or point me in a direction. Thanks for your help.

HEY JOE ROEBUCKS I THINK YOU HAVE A ITEM USED FOR STRAPPING SOMETHING TO A WAGON OR MODERN VEHICLE.

Lol it could literally be all of these things I guess. It's too general of a shape to know for sure unless someone were to see it and be like "that's a blah blah for a blah blah- had one in my house growing up" or "my father used to build them" hahaha until then it's just not specific enough. One day I'll find out... one day...
