OK, using a bit of imagination here. If the lower handle can pivot around to the same side as the upper handle it looks like it could be used to shape a wet plaster moulding ???

The way it is it almost looks like it has something to do with a drafting tool. Emptypockets, was this thing dug? I'm asking because I'm wondering if the two flat bands may once have been round?

Or along the same line I'm thinking a jig to check/create the curves on a turned spindle..
the *handles* fit into follower/holder on a wood turning lathe, to produce many spindles of the same design..below would be an example of reason for a pattern jig..

Or Called a duplicator for wood lathes.

Ok the said part is barely visable under the edge.but if U look over the finished pecice U will see the pattern attached to the side of the tool follower

just great... we may never know, I put it away for safe keeping and can't find it now :dontknow: will keep looking and post when I find, run it under an elctron microscope, good ideas to date through.

I like JEFF H's idea about a soft material
scraper or a repetitive shaping tool.
The design does repeat it's self when
both handles are on the flat side.
GOLDGURU's idea is along those same
lines. It looks lightweight enough to
be a cake decorating/frosting tool.
