Leather strap.

I found this in the back corner of an old (hand drawn) well house. It's approximately 6 foot long adjusted the way it is (fully extended). It's the strange buckle on one end and the clip similar to those seen on sword belts that struck my curiosity. So my question is, is this a strap from a sword belt or something else entirely?
