Lead Soldier - looking for a date range

I found this lead soldier in the yard of a house that dates back to 1865. Can anyone determine what period it is from (the way the soldier is dressed) and the approximate date of manufacture? It looks like he's holding a cutlass, and on the other side, he has a pistol on his belt. The pistol looks pretty long for a revolver, it almost looks like a flint lock?

Looks like Spanish-American War, 1898.
