Lead seal. To what?

I have been finding these lately but, usually too mangled to make any sense of them.
This one has a design but, I still can't totally make it out. I see a flag flying on the top right.
Maybe a boat? Does any one know what these are? the design and, era? Thanks!

Bale seal and It's early... easily Colonial. My French ones from the 1720s-1750s are the same style.
