I've seen similar things like that around old railroad stations. They are made of lead too. They were baggage tags. I've seen them from the 1900-1910 period. That is what i would say you have.
I know what those are those are lead bail or cloth seals.. I've found many of those in different styles it's the flat piece I was talking about.
Yours like mine have the letters F.E.C. on them that stands for Florida East Coast railroad.

Your piece leaps out to me because that B counterstamp looks an awful lot like a B countrestamp I have on a worn smooth (maybe deliberately) silver coin of maybe 1600s to 1700s vintage. I think such pieces circulated in the Caribbean-- but yours is interesting because its on a lead piece. Was this found in the southeastern coastal US? If so may be from the Caribbgean...and I agree, could be a gaming piece.
It was found right near the coast in Southeast Florida.. I've seen many 17th and 18th century silver coins recovered from this coastline I've not seen one that sounds like yours could you post a photo of it please?
That came to mind almost immediately in fact I said it out loud to my buddy I was trying to avoid typing that on here... But oh well you said it I didn't lol
