A very old seal. Used around a shaft on an old machine, or pipe joint. Tony

I'm with Tony. This looks like someone's attempt to make a patch for a leaking pipe.

I think it is either "Babbitt" or oakum . Babbitt was a type lead bearing and Oakum was for packing joints in plumbing such as the packing seal for a stem in a valve.
