Lead pidgeon?

It is non magnetic and heavy.

Looks like it's still in good shape you should give it a try sometime.

Whistles like this were filled with water and cut straw was added from the back. The opening on the top of the bird head can be partially closed with a finger. Some people are able to recreate naturalistic bird song with this simple instrument
