Lead bag seal ID

I came across this tiny bag seal a while ago and I finally got around to posting. The seal appears to read:
CS (on one side)
and
SP (on the other side)

I usually find them near old railroad lines, Are you near one that had those initials?

There is a rail line somewhat near where I found the seal so it could be from the RR. The thing is, no railroads have those initials but I suppose the RR could have delivered for a different RR.

There is a Railway that goes from Richmond to Danville. I don't know what it is called now but during the war it was

I have found seals from it 10 miles away. I take it as a good indicator .
